1. Предметом деятельности Учреждения является:
— выполнение мероприятий по рациональному использованию, восстановлению и охране водных объектов, находящихся в ведении Учреждения, предупреждение и ликвидация вредного воздействия вод;
— эксплуатация водохранилищ и водохозяйственных систем комплексного назначения, защитных и других гидротехнических сооружений, находящихся в ведении Учреждения;
— разработка и осуществление противопаводковых мероприятий;
— выполнение мероприятий по предотвращению загрязнения вод водных объектов, находящихся в ведении Учреждения;
— ведение наблюдений, оценки и прогноза состояния водных объектов, находящихся в ведении Учреждения.
2. Учреждение создано в целях эксплуатации водных объектов водохозяйственных систем комплексного назначения находящихся в ведении Учреждения, а также эксплуатации защитных и других гидротехнических сооружений, переданных Учреждению на праве оперативного управления;
3. Виды деятельности:
Для достижения целей Учреждение, руководствуясь положениями Водного кодекса Российской Федерации, иных нормативных правовых актов Российской Федерации и указаниями Учредителя, осуществляет в установленном порядке деятельность в сфере изучения, использования, охраны водных объектов, а также предотвращения и ликвидации негативного воздействия вод, предусмотренную Ведомственным перечнем государственных услуг (работ), оказываемых (выполняемых), находящимися в ведении Росводресурсов, федеральными государственными учреждениями в качестве основных видов деятельности, утвержденным приказом Росводресурсов, в том числе:
3.1. Проведение противопаводковых, берегоукрепительных и других водоохранных мероприятий в отношении водных объектов, находящихся в федеральной собственности в пределах зоны деятельности Учреждения;
3.2. Выполнение работ по эксплуатации гидротехнических сооружений (ГТС) и водохозяйственных систем, находящихся в оперативном управлении Учреждения;
3.3. Обеспечение безаварийного пропуска половодий и паводков на гидротехнических сооружениях и водохозяйственных системах, находящихся в оперативном управлении Учреждения;
3.4. Сбор, анализ и обобщение и представление в Енисейское бассейновое водное управление Федерального агентства водных ресурсов (далее Енисейское БВУ) и Ленское бассейновое водное управление Федерального агентства водных ресурсов (далее Ленское БВУ) соответствующей информации по режимам работы и эксплуатации водохранилищ и водохозяйственных систем в зоне деятельности Учреждения;
3.5. Участие, по поручению Учредителя, в рассмотрении материалов, представляемых заявителями для заключения договоров водопользования или вынесения решения о предоставлении водных объектов в пользование, а также для прекращения договоров водопользования по объектам, находящимся в федеральной собственности;
3.6. Участие в разработке проектов нормативов допустимого воздействия на водные объекты по бассейнам водных объектов и их участкам.
3.7. Участие в рассмотрении проектов нормативов допустимых сбросов веществ и микроорганизмов в водные объекты, устанавливаемых для водопользователей;
3.8 Осуществление сбора, обработки, хранения, обобщения и анализа сведений, полученных в результате наблюдений за водными объектами, водохозяйственными системами и сооружениями, находящимся в федеральной собственности и расположенными зоне деятельности Учреждения, с целью представления в установленном порядке Учредителю, Енисейскому БВУ соответствующих сведений для ведения государственного мониторинга водных объектов;
3.9. Представление по заданию Учредителя, Енисейского БВУ и Ленского БВУ необходимых сведений для ведения государственного реестра водных объектов в зоне деятельности Учреждения, в том числе, связанных с использованием сведений, составляющих государственную тайну, в порядке, установленном законодательством Российской Федерации;
